All these ideas and actions described in the book are steps towards a bicycle friendly city. Every city has to find its own way to reach this goal.

There are different parties to take into consideration along the way: municipality, local policy, user groups, citizens, police, national and regional authorities and the law. There are forerunners and latecomers. A cycling policy should include everybody if possible. Municipalities and policies have structures. Duties and responsibilities are organized differently from city to city. The structure can be useful or not. Cycling has to find its place and form a lobby for itself. All the work must be done by human hands. Progress depends on their will and energy. A cycling policy can be organized or just happen in different directions: Top down or bottom up. Mostly there are processes in both directions depending on the position of the driving forces, i.e. the most dedicated persons.
